Army updates rules for civilian raters

The Army has updated its minimum grade requirements for Department of the Army civilians who serve as rating officials for officers and noncommissioned officers.

The new guidance applies to civilian employees who have converted from the GS, or general schedule, grade structure, to the new National Security Personnel System.

According to the revised guidance, civilians who are under the NSPS can serve as rating officials for Regular Army, National Guard and Army Reserve soldiers when they are in an appropriate supervisory position, and otherwise meet the rating chain requirements described in Chapter 2 of AR 623-3 (Evaluation Reporting System).
